'Naaga' revolves around Jr.NTR alone. The director failed miserably in moulding the film, as many scenes were unrealistic and did never happen in real life. Though a lot must have spent for shooting the climax, it failed to attract the audiences.
Coming to the story, Nagaraju (Jr.NTR) is a law student and is the son of a Krishnamurthy (Raghuvaran), a court peon. Krishnamurthy wanted to see his son as a truthful lawyer who serves the society without any fear or favour. Though he was not financially sound enough to make his son a lawyer, he does it with a view to see him everyone praising in the society.
Once, Naaga gets inspired at the speech of Chandrasekhara Naidu (Nazar), who says it was the youth who had to take the State to the forefront. In a political game, Home Minister (Rajan P Dev) wanted to get his woman called Mandaram (Shakeela) an MLA.
The Home Minister takes the help of Potti Kasaiah (Paruchuri Gopalakrishna), the Opposition leader, in the process. But his attempts get thwarted due to the cooperation of Naaga. Impressed at the Naaga's action the Chief Minister appoints Naaga as the youth leader for his ruling party. When Mandaram insists that she should become an MLA, the Home Minister decides to bring the government down.
So, with the help of the Kasaiah, he wanted to create disturbances. So the Opposition uses the drought situation in the State as the weapon to destabilise the government. In order to convince the Centre, the Chief Minister starts a fast-unto-death. The Chief Minister's PA (Pruthvi) misguides Naaga. Though Naaga and his group start agitation in a peaceful manner, another group at the instance of Home Minister and Opposition, led by Guru (Rajiv Kanakala) creates terror by setting ablaze the buses and other such illegal activities.

To bring the law and order under control, the CM issues shoot at sight orders and some students die in police firing. So, Naaga threatens self-immolation and in order to prevent him Krishnamurthy douses himself with kerosene. When the Chief Minister's PA threws a matchstick to kill Naaga, it accidentally falls on Krishnamurthy and he dies.
Later, police arrest Naaga, and the latter tells the court that he started movement at the instance of Chief Minister. So court summons Chandrasekhara Naidu. To know what really happened, the Chief Minister arranges bail to Naaga. But the goons sent by Home Minister kidnap Naaga and beat him black and blue. As he did not attend the court on time, the Opposition brings pressure on the CM that it was he who was responsible for his disappearance and demands his resignation. So Chandrasekhara Naidu submits resignation. When they were about to kill him, Naaga escapes from them and realises that it was the PA who killed his father. So he wanted to take revenge against him.
Then he comes to know that the Chief Minister was forced to resign and the MLA's got themselves sold to the Home Minister and the Opposition leader. How, Naaga saved the Chief Minister to prove his majority forms the rest of the movie.
NTR did his best in dances and fights. As far as his character, he did his best. However, the heroines Sadaf and Jennifer presence is felt only in song and dance numbers. Sadaf manages to get few scenes for she is related to the CM's secretary, played by Prithvi. Music by Vidyasagar and Deva is good and choreography is excellent.
